Preliminary Design
MTO is committed to a consultation and engagement program that engages and involves Indigenous communities, regulatory agencies, municipalities, members of the public, non-government organizations, businesses, and industry.

The project team welcomes comments regarding the Highway 11/17 four-laning project. All comments received, with the exception of personal information, will become part of the public record.
Notifications
Notification of project milestones (study commencement, public information centre, and public review periods for the transportation environmental study report) will be announced through notices in the Thunder Bay Chronicle-Journal and the Oliver Paipoonge News and on this website. Notices will also be sent to individuals and organizations on the project contact list.

Public Information Centre
Public information centres (PICs) serve as a forum for two-way communication to share ideas and information.
External agency and public consultation will take place throughout the study. A PIC was held as in-person, open house on June 18, 2026 to allow attendees to review the proposed design and environmental assessment, provide comments, and ask the project team questions. Transportation Environmental Study Report
Upon completion of the preliminary design and environmental assessment, the project team will prepare a transportation environmental study report (TESR) to document the preliminary design plans, evaluation of alternatives, potential environmental impacts and mitigation measures, , and commitments to future work in detail design. The TESR will also summarize comments received through the consultation and engagement program and outline how they were addressed.
